Service concession for planning, construction, and operation of a Gigabit network under the viability gap funding model: The network must provide gigabit-capable broadband connections with data transfer rates of at least 1 Gbit/s symmetrical under peak load conditions for all end-users at the specified addresses in the expansion area, with upload and download rates at least doubling. The scope includes passive network infrastructure (civil engineering, empty conduits with cables, associated components, shafts, distributors, house connections, and network termination equipment) as well as active technology for network operation. The construction of wired Gigabit networks covers all network components, including network termination within the building of each specified address, in compliance with Gigabit-RR 2.0, Gigabit-RL 2.0, and other funding regulations. The process is technology-neutral.
