Digital Registration System for Tourist Tax Collection and Billing in Elsterheide

Provision of a digital registration system for the efficient collection and billing of tourist tax in the municipality of Elsterheide, to be introduced from 2027. The municipality of Elsterheide has approximately 3,300 inhabitants across about 128 km² and recorded approximately 75,000 overnight stays in about 60 accommodation establishments in 2025. The system must be compatible with hotel reservation systems and online booking portals, be usable for analog bookings, and allow for the integration of a guest card, with public transport services not planned. Required are detailed software functions for all users, comprehensive user support (hotline, service desk, response times, ticketing system, chat, online meetings, training materials), a security concept for data protection, presentation of software updates, system maintenance, further development, and availability, compatibility with interfaces to hotel reservation systems, parallel use of paper and digital guest cards, information on cooperation partners, organizational development, and quality assurance, as well as an implementation schedule with information events and training concepts. The contract duration is six years from the award, with the introduction of the tourist tax from April 1, 2027. Bidders must submit at least three references, a processing activities record according to EU GDPR, and a data protection certificate. Suitability will be assessed according to § 33 UVgO, and price is decisive for evaluation. The contracting authority reserves the right to terminate the contract without notice for good cause, further items as per the tender documents.
