Concession contract for User-Controlled Personal Assistance (BPA) in Elverum municipality: Continuation of the user choice scheme for BPA services. The services include practical assistance and training for persons with reduced functional abilities. The concession contract involves the transfer of operational risk to the tenderer. Remuneration consists of the right to provide the services and receive payment. Elverum municipality invites applications for a license to provide BPA services. Users select from approved providers. In the period June 2025 to May 2026, approx. NOK 61 million were spent on BPA, corresponding to approx. 115,100 user hours per annum, divided among approx. 44 users. There is no purchasing obligation on the part of Elverum municipality.
