Research: Study on Causes of Child and Youth Violence and Juvenile Justice Act Age Limits
Research project: Analysis of the development of child and youth crime, particularly violent crime since 2015/16 (especially since 2021), considering regional disparities. Identification of causal hypotheses, their weighting, and derivation of legislative policy options. Examination of existing legal options for dealing with child, youth, and adolescent crime and their practical implementation, including the effectiveness of legal consequence regimes and appropriate processing of offenses from the victim's perspective. Methodology includes qualitative empirical research with quantitative elements: evaluation of statistical data (including updating), file analysis of (juvenile) public prosecutor, court, enforcement, and child/youth welfare files, potentially supplemented by police investigation files, knowledge acquisition through questionnaires and interviews with experts (focus on applicability and efficiency of existing policy options), and secondary analyses on child development and juvenile criminal treatment. The contractor is to develop an independent research concept with innovative solution proposals. The service is awarded as a single overall contract.
