General planning services for JVA Regensburg, 2nd construction phase

General planning services LPH 1-9 HOAI: Object planning for buildings and interiors, outdoor facilities, traffic facilities, engineering structures; specialist planning for structural engineering, technical equipment, building physics (thermal insulation/energy balancing, building acoustics, room acoustics), surveying, safety and health protection coordination, construction site logistics, site clearance, hazardous substance and contaminated site management, and a project communication system for the 2nd construction phase of JVA Regensburg. This includes the monument-compliant renovation of two existing buildings, the demolition of ancillary buildings (including hazardous substance remediation, dismantling), the construction of a new building with detention cells and an integrated sports hall, and the creation and adaptation of outdoor facilities (parking spaces, access areas, security-relevant outer wall). Implementation takes place during ongoing prison operations under high demands on security, operational continuity, monument protection, and construction site logistics, including extensive temporary arrangements and transitional measures, as well as the planning and integration of complex security systems. Planning considers interfaces to the first construction phase and ensures the functionality of security-relevant systems. Planning adheres to RLBau, public law requirements, monument protection regulations, and recommendations for prison construction. Energy standards: existing buildings EGB 55, new construction EGB 40. Services for LPH 1-9 HOAI (including special services) are commissioned in stages, with stage 1 (basic evaluation up to approval planning) commissioned upon contract signing; there is no legal claim to further stages. Existing buildings: GFA 4,942 m², GCV 17,096 m³, NFA (R) 1-6 2,410 m², NRF (R) Total 4,111 m². New construction: NFA (R) 1-6 1,374 m², NRF (R) Total 2,604 m². Plot 3370/2: 8,131 m², Plot 3372: 924 m². Dates: HU-Bau submission approximately August 2030, construction start approximately September 2032, master planning approximately April 2031.
