General planning services for the planning of a new road connection between Bissingheimer Straße and the main access of the 26 ha Technology Quarter Wedau (TQW) in Duisburg, including the underpass of the DB railway line Duisburg-Ratingen West: The measure serves the traffic development of the TQW, the improvement of supra-local traffic connections, and the connection for future quarter development; planning based on a preferred variant; the structure will transfer to the ownership of DB InfraGO AG and must be planned according to their guidelines; rail closures to be prepared from November 2026, final documents to be submitted by January 2027 for a construction-related railway closure (approx. 3 months) in 2031; planning up to LPH 3 HOAI to be completed by early 2027; intended planning services up to and including LPH 4 HOAI; creation of functional service description and supplementary documents for general contractor award; after commissioning of the general contractor, assumption of review, coordination, and quality assurance tasks; call-off of LPH 1 and 2 upon contract signing, LPH 3-9 optional and possibly separated by planning areas; award at a fixed lump sum; expected services include object planning for engineering structures (§§ 41 ff. HOAI), structural engineering (§§ 49 ff. HOAI), road traffic facilities (§§ 45 ff. HOAI), rail traffic facilities (§§ 45 ff. HOAI), technical equipment for railway facilities (§§ 53 ff. HOAI) especially overhead line systems (OLA/OLS), telecommunication systems (TK), and control and safety technology (LST), coordination and interface services including cooperation with an inspection engineer approved by the Federal Railway Authority, construction phase planning and construction-related closure planning; environmental planning not expected to be part of the contract; award planned for November 2026; overall project management by the object planner.
