Analysis of the overall systemic impacts of low energy efficiency progress in the building sector: The study is based on an existing scenario, with no independent scenario development within the project; usage rights and scenario data must be ensured by the contractor. It analyzes which (energy) system prerequisites apply for achieving targets despite less ambitious progress in building energy efficiency. The aim is to describe a development with low efficiency and energy saving progress while simultaneously achieving a complete conversion to renewable energies within the next 20 years, including an analysis of its robustness and long-term economic viability. A risk analysis and resilience assessment are to be conducted to inform decision-makers about risks, opportunities, and key conditions for success, and to provide policy recommendations for secure target achievement in the building sector.
