Implementation of an Observability Tool for Sibelga's IT Environment

Observability Framework for Sibelga's IT Environment: Acquisition, implementation, support, and maintenance of a framework for end-to-end observability and monitoring of infrastructures, applications, integrations, user journeys, and critical IT services. This includes monitoring of infrastructure components such as servers, operating systems, containers, databases, middlewares, application-related network components, message queues, APIs, and integration platforms. It also covers monitoring of applications and end-to-end transactions with capabilities for anomaly detection, accelerated diagnosis, dependency analysis, and root cause identification. The framework enables monitoring of user experience (real and synthetic) for critical applications and user journeys, collection, centralization, normalization, correlation, and exploitation of telemetry data (metrics, events, logs, traces), and provision of dashboards for various roles. It is used for defining, measuring, and tracking service level indicators (SLI/SLO, golden signals, error budgets) and associated alerting mechanisms. Integration with existing ITSM tools for incident, problem, change management, escalations, reporting, and service reviews is planned. Intelligent alerting mechanisms for noise reduction, alert correlation, prioritization based on business impact, and routing to responsible teams are also part of the scope. Furthermore, an analysis of the impact on critical IT and business services based on dependencies between users, applications, technical components, and services will be performed. The contract will be awarded as a cascade framework agreement, with the highest-ranked bidder acting as the active contractor and other compliant bidders as reserve contractors. Sibelga reserves the right to contract licenses directly with the provider of the selected framework.
