Collection and Processing of Objections and Appeals for Parking Violations

Collection and recovery of parking violations: Imposition and collection of additional tax assessments (NHA) issued by the municipality of Breda for approximately 110,000 Dutch, 11,000 Belgian, 1,500 German, and 5,000 other foreign license plates per year; processing of approximately 27,755 objections and 88 appeals per year; dispatch of NHAs with reference to objection possibilities with the contractor; periodic reporting; proactive communication regarding new developments and legal changes, especially concerning collection in additional countries. The framework agreement has a term of 2 years starting February 1, 2027, with two extension options of 1 year each. The maximum contract value is € 995,000.00 over the entire term including extension options. Processing is done digitally via the Mercell platform. A wheel clamp policy is in the research phase and could influence the scope.
