Construction of a climate-resilient Living Lab Podluží: Integration of 13 municipalities in the region into a unified smart infrastructure system for testing and validating innovative technologies in climate mitigation and adaptation (energy, water management, waste management, mobility, public lighting, green spaces, digital services). The core element is the central EMOS data platform for data integration, predictive infrastructure management, and crisis scenario simulation. The contract comprises three areas: 1. **EMOS Systems:** Implementation of an open architecture for the EMOS (Energy Management and Optimization System) as a regional data, integration, and control layer for the future development of community energy, asset management, and digital technology control in selected municipalities of the Podluží region. Additionally, a pilot project for the municipality of Kostice will be implemented, including the deployment of a Data Intelligence module (advanced analytics) and autonomous control of selected technologies and sources (photovoltaic systems, storage elements, micro-CHP, reserved maximum). This includes advanced analytics of consumption and inefficiencies, reporting, measure simulations, and autonomous control. 2. **Energy Consultant Services:** Provision of an expert energy consultant for municipal energy, who will methodologically guide the municipality and authorized persons in developing energy concepts and implementing a practical energy management system. This includes practical training for designated persons from the municipality and Region Podluží for working with the EMOS system (or similar) for 250 hours. 3. **Investment Activities Kostice Municipality:** Creation of an operationally safe, energy-efficient, and long-term maintainable local energy unit, where measurement, control, and regulation (MaR) technology will centrally manage electricity and heat production, accumulation, consumption, and the interconnection of existing and new technologies. The solution must be open for future development, not dependent on exclusive remote manufacturer access, and must provide the municipality with complete operational data, configurations, and MaR control documentation. This includes: a central heat source for municipal buildings with preparation for future connection of the Sokolovna; combined electricity and heat production in CHP plants and coordinated operation of bivalent sources; heat utilization in the heating system and domestic hot water, accumulation, and safe measurement of surpluses using a dry cooler; integration of CHP, boilers, photovoltaic systems, battery energy storage systems (BESS), meters, and other connected technologies into a common MaR/ASŘ control system. Additionally, planned service and ordered non-warranty work must be provided for 60 months after acceptance of the work. Model quantities are for bid comparison; the actual number of operating hours, deployments, and ordered hours is not guaranteed. Prescribed service tasks will be remunerated according to actual operation and binding unit prices.
