Concession for the Operation of a District Heating Network
Operation of a district heating network: The procedure involves a two-phase pre-qualification process and a subsequent offer and negotiation phase. Bidders must submit a declaration on third-country financial subsidies in accordance with Art. 28 para. 1 lit. b and Art. 29 para. 1 of Regulation (EU) 2022/2560, as well as a commitment to minimum wage for construction and services according to the State Wage and Minimum Wage Act (LTMG) Baden-Württemberg. Payment of concession fees as per § 18 of the draft concession contract is a mandatory criterion; further items as per the tender documents.
