Delivery of medicinal products outside the PLS: Establishment of a Dynamic Purchasing System (DPS) for periodic deliveries based on prior requests for SBALPFZ SOFIA OBLAST EOOD. Medicinal products are specified in the initial "Technical Specification" by ATC code, International Nonproprietary Name (INN), quantity of active substance, dosage form, unit, estimated quantity per unit, and estimated price. The specification can be modified during the DPS operation by adding new medicinal products or changing their quantities. The stated quantities are estimated and not binding. The DPS has a duration of 24 months. The system is open, accessible, and free for all qualified candidates throughout its term. Individual contracts concluded within the DPS have a duration of 12 months. The DPS is conducted in stages: Stage 1 involves the submission of applications (ESPD) by 24.09.2026, which are reviewed within 10 working days, followed by the selection of qualified suppliers. Stage 2 includes invitations to submit offers for specific contracts to the qualified suppliers, with offers containing technical and price proposals.
