Consultancy and implementation services for citizen dialogue: General assistance in defining and implementing public consultation with residents and facilitating the collective of community elected officials throughout the mandate. The assistance covers the definition of strategies, modalities, and means for various forms of dialogue and animation, and their implementation. The first stage of the mission involves proposing an overall vision for deploying a consultation/animation strategy for four main target groups: elected officials, administration, citizens, and socio-economic actors. The service provider must detail intentions, methods, means, and a medium-term agenda. Mobilizable consultation tools include audiovisual surveys, broad-spectrum surveys administered by residents, public meetings, technical workshops, creation and dissemination of content on social networks, and the creation, animation, and dissemination of TV-format debates. The framework agreement will be executed by issuing purchase orders. Services are paid by unit prices. The maximum amount is 800,000 EUR net for the duration of the framework agreement.
