Modernization of public lighting in Dunakeszi: Replacement of existing luminaires with innovative LED luminaires featuring pre-programmed lighting levels and dimmable light output for road and park lighting, including delivery and installation. The service includes planning with a survey according to applicable regulations and standards, a street-level survey of existing public lighting, mapping ownership of active and passive elements, requesting data from and coordinating with electricity providers, and defining lighting situations and classes in public areas. According to MSZ-EN 13201-2016, necessary densifications and replacements must be determined, including luminaire type (from the basic LED modernization contingent), quantity, and exact location. The option to call off contingents for additions and densifications beyond the basic replacement is reserved at the unit prices of the basic offer. The lighting design and the proposal for LED luminaires with dimmable light output are based on given geometric data of the road and luminaire arrangement, road surface reflectivity parameters, and the maintenance factor; only the tilt angle of the luminaires can be adjusted. A photometric data file in Eulumdat format for the proposed luminaire must be submitted. Further tasks include the management of remaining luminaires, proposals for new LED luminaires (characteristics, necessary replacement of lamp arm/connection cables, domestic service network, ELMŰ/E-On system-approved type, resource-aligned scheduling), cost estimation, return on investment calculation, proposal for metering point setup, communication with the municipality, and implementation of modernization with a scheduling proposal. The luminaires must feature “intelligence”: For main and collector roads (100-150W-250W), luminaires with pre-programmed dimming (night hours) prepared for DALI control are required; for subordinate roads, luminaires with pre-programmed dimming (night hours) are to be used instead of low-power luminaires. The specification for the pre-programmed ballast includes dimming: 9:00 PM - 11:59 PM at 70%, 12:00 AM - 3:59 AM at 50%, 4:00 AM - 5:59 AM at 70%, with a tolerance of +/- 15 minutes. The luminaire driver unit must provide dimmable light output as programmed without additional components or external control. Luminaires must be delivered pre-programmed; on-site adjustment is not possible. The desired control program adapts to the on and off times of the public lighting calendar. After commissioning, the luminaire (or the programmed driver unit) must autonomously, without external intervention, dynamically adjust and calibrate the control duration based on the public lighting's on and off times, to initiate dimming and re-dimming at the same times, independently of continuous changes in the lighting calendar, with a maximum tolerance of half an hour. Autonomous operation must be precisely and automatically set after commissioning or a network disturbance, at the latest after three public lighting activations. The control function must not reduce the lifespan of the driver unit or increase its probability of failure. The project also includes the demolition of a total of 46 existing perforated reinforced concrete support poles and their replacement with new perforated reinforced concrete poles, as well as the demolition of existing bare overhead lines and their replacement with insulated overhead lines. These tasks affect the road sections between Dunakeszi Fő út – Sólyom utca intersection and Dunakeszi Fő út – Kandó K. sétány intersection. Public lighting poles for pedestrian crossings are not affected by these works and must not be dismantled. The estimated maximum value per individual order is net 200 million Forint. The framework agreement has a total volume of 750 million Forint plus VAT.
