Preliminary Market Consultation for Compact SOV / Walk-to-Work Offshore Logistics and Accommodation Concept

Preliminary Market Consultation pursuant to Section 26 SektVO: Exploration of a compact SOV-based (Service Operation Vessel) or Walk-to-Work (W2W) offshore logistics and accommodation concept to support the continuous operation and maintenance (O&M) of the offshore grid connection platforms (ONAS) in the German Baltic Sea. The consultation aims to gather information for future procurement decisions, focusing on practical market solutions, indicative commercial logic, and underlying assumptions. No offers, binding prices, or detailed cost breakdowns are requested. An indicative size reference considers a concept with approximately 30–50 persons on board (POB), DP2 capability, suitable W2W access to OSS interfaces, platform supply capability, and Baltic Sea operability. Objectives include identifying current market offerings for compact SOV / W2W concepts and larger SOV / CSOV tonnage, assessing the technical feasibility of DP2 capability, W2W access up to approximately Hs 2.5 m, platform supply, fluid transfer (diesel, oil, fresh water, grey water, waste water), and crane interfaces with the OSS. Furthermore, realistic market routes (newbuild, conversion, existing tonnage, shared use, campaign, winter, seasonal, or back-charter models), their lead times and availability drivers, commercial cost drivers, contractual and remuneration models, and available and emerging propulsion, energy, and emissions-reduction concepts are to be explored. The economic implementability for 9 ONAS platforms, max. 24–48 POB per platform, and approximately 3,000–10,000 offshore person-days per year, distributed over four campaigns, will be assessed.

Preliminary Market Consultation: Compact SOV / Walk-to-Work Offshore Logistics and Accommodation Concept for ONAS Platforms

Preliminary Market Consultation: Exploration of a compact SOV-based (Service Operation Vessel) or Walk-to-Work (W2W) offshore logistics and accommodation concept to support the continuous operation and maintenance (O&M) of offshore grid connection platforms (ONAS) in the German Baltic Sea. The consultation, conducted pursuant to Section 26 SektVO, aims to identify current market offerings for compact, fit-for-purpose SOV/W2W concepts and larger SOV/CSOV tonnage for continuous O&M operations in the Baltic Sea. Technical feasibility of DP2 capability, W2W access up to approximately Hs 2.5 m, platform supply, transfer of fluids (diesel, oil, fresh water, grey water, waste water), and crane interfaces with the OSS will be assessed. Realistic market routes (newbuild, conversion, existing tonnage, shared use, campaign, winter, seasonal or back-charter models), their associated lead times and availability drivers, commercial cost drivers, and contractual and remuneration models will also be examined. Available and emerging propulsion, energy, and emissions-reduction concepts, including Baltic Sea-specific framework conditions, are part of the scope. The economic implementability for 9 relevant ONAS platforms, a maximum of 24–48 POB per platform, and approximately 3,000–10,000 offshore person-days per year, distributed over four campaigns, will be evaluated. An indicative size reference considers a concept with approximately 30–50 persons on board (POB), DP2 capability, suitable W2W access to OSS interfaces, platform supply capability, and Baltic Sea operability. No offers, binding prices, or detailed cost breakdowns are requested.
