Open Youth Workshop 2026
Conception and implementation of a measure for an Open Youth Workshop: The measure consists of 85 % integration services according to § 16 para. 1 sentence 2 no. 2 SGB II in conjunction with § 45 para. 1 no. 1 SGB III and 15 % youth vocational assistance services according to § 13 SGB VIII. Recognition of the contractor as a provider of independent youth welfare services according to § 75 SGB VIII is required. The aim is to guide disadvantaged young people (15 to 27 years) towards the training and labor market by strengthening resources, reducing barriers, and acquiring competencies. A low-threshold approach with socio-pedagogical work and outreach work is pursued. Individual goals are agreed upon within the framework of the assistance plan, including the development of reliability, daily structure, personality, self-responsibility, social integration, resilience, and learning and work motivation. For minors, guardians are involved. The measure does not replace compulsory schooling. The target group includes disadvantaged adolescents and young adults aged 15 up to the completion of their 27th year, with complex problems, unstable personal situations, and migration backgrounds, as well as employable, needy young people receiving SGB II benefits who do not meet their reporting obligations, or participants who have not applied for SGB II benefits but are likely eligible. The measure location is Hoyerswerda; additional locations include the participants' places of residence for outreach assistance. The staffing key includes 1.75 full-time equivalents (FTE) for social pedagogues and 1 FTE for instructors (1 FTE corresponds to 40 hours per week). The measure is designed for a total of 12 participant places, with a maximum weekly working time of 20 hours per participant. Further details are available in the tender documents.
