Online Voting System for Social Election 2029

Provision and operation of the online voting system and maintenance of operational readiness for the 2029 online election for health insurance funds, including all necessary services. The election period is expected to end on Wednesday, May 30, 2029, 23:59:59, with the possibility of postponement or extension. The system must meet the requirements of SGB IV, the Social Insurance Election Ordinance (SVWO, §§ 47 ff.), and Technical Guideline BSI TR-03169. Services include project management, system provision and adaptation, development and integration of authentication procedures, execution/support of tests and certifications, provision and operation of IT infrastructure, establishment and maintenance of operational readiness, training of health insurance fund employees and election committees, 24/7 technical support during the election period, counting of online votes and provision of results data (§ 54 SVWO), end-to-end verification, archiving and deletion of data, documentation of all services, and post-election services. The system must ensure the principles of free, secret, and public elections (§ 45 Abs. 2 Satz 1 SGB IV), particularly secrecy of voting, authenticity and integrity of votes, end-to-end verifiability, protection against multiple voting, anonymization of the input order of election identifiers, and accessibility according to BITV 2.0 in conjunction with EN 301 549. The contract begins upon award and ends with the complete fulfillment of all contractual obligations; further items as per the tender documents.
