Design and Construction for the "Noi Orizonturi" Addiction Recovery Center

Design and complete execution of the "Noi Orizonturi" residential addiction recovery center in Cluj-Napoca, on a 10,504 m² public land plot (cadastral no. 353371): The center is intended for adults, adolescents, and children, with integrated functions for accommodation, evaluation, counseling, treatment, recovery, therapeutic, educational, sports, social activities, and reintegration. The project includes the construction of six main buildings: a sports hall with a covered basketball court, changing rooms, sanitary facilities, and technical/support spaces (Building 1); a covered garage for 10 cars (Building 2); a residential center for adults with accommodation, counseling, therapy, treatment, socialization spaces, medical office, staff areas, technical spaces, and a civil defense shelter (Building 3); a residential center for adolescents/children with accommodation, counseling, recreation, catering, medical office, staff areas, chapel, and technical functions (Building 4); a gatehouse and operational access control point (Building 5); and exterior works, access roads and platforms, vertical systematization, utility networks and connections, drainage, landscaping, and fencing (Building 6). The contractor is integrally responsible for taking over and verifying input documents; necessary investigations and measurements; design for applicable phases; obtaining approvals, agreements, and authorizations; technical verification; execution of all works and installations; supply and installation of equipment and fittings; tests, adjustments, and integrated functional verification; acceptance, as-built documentation, and technical book; staff training; operational handover, and technical assistance. The site is on a slope, classified as geotechnical category 2 with moderate geotechnical risk; critical activities include earthworks, excavations, shoring, bored pile enclosures, foundations, slope stability, drainage, water collection, and vertical systematization. The project requires achieving final BREEAM Outstanding (Excellent) certification, as well as the design, integration, configuration, and handover of SMART/BMS systems with interoperability, data access, licenses, passwords, configurations, and backups. The maximum duration is 28 months from the design start order (maximum 4 months for design, approval/authorization, and technical verification, maximum 24 months for execution). The execution duration can be reduced via commitment F7.2. The minimum technical warranty period is 36 months. Estimated value without VAT: Land development 310,000.00 Lei; utilities 233,720.25 Lei; design, technical verification, and assistance 3,972,000.00 Lei; basic investment (construction, installations, assembly, machinery, and equipment) 120,732,894.91 Lei; site organization 2,263,567.07 Lei; operational staff training 56,356.71 Lei. Total execution component 123,596,538.94 Lei; total estimated value of the procedure 127,568,538.94 Lei. Diverse and unforeseen expenses of 11,271,341.41 Lei without VAT are not included and are not to be bid separately.
