Planning Services for the Complex Development of Víziorgona Promenade
Planning services for the complex development of Víziorgona Promenade in Budapest III.: Preparation of permit and execution plan documentation, including survey plans, review plans, permit plans, obtaining necessary approvals and official permits, and execution plans. Optional services up to 30% of the lump-sum design fee are foreseen for unforeseen utility relocations and related engineering services, based on a HUF/engineer-day unit price. Tasks include the preparation of permit review plan documentation (digital and 2 printed copies) according to the regulations of the Hungarian Chamber of Architects (MÉK) Section 6 for Landscape Architecture, including an overview site plan (also a colored, easily understandable version for the public), tree felling/protection plan, demolition plan, terrain sections, road construction and traffic engineering plan, utility general plan, plant application concept, and a priced bill of quantities broken down by phases. Furthermore, the preparation of execution plan documentation (digital and 2 printed copies) according to MÉK Section 8 for Landscape Architecture, including an overview site plan, tree felling/protection plan, pavement architecture plan, playground equipment layout plan, landscaping plan, drainage and water retention plan, detailed plans, irrigation system plan, priced and unpriced bill of quantities broken down by phases, obtaining building permits (or designer statement for non-permit-required activities), utility plans with necessary coordination and utility provider statements, further plans and permits for implementation, traffic management operator approval, owner's approval, and presentations to decision-makers and other stakeholders. Additional tasks include participation in community planning consultations (2 times per sub-plan, total 4 times planned) with professional presentations, support for permitting procedures (including one-time extension of permits if needed), and integration of questions/comments. Also, obtaining and extending necessary operator, manager, and official approvals/statements, preparation of as-built documentation, preparation of an owner/manager/operator (TKÜ) plan (without signing), designer representation and expert activity during on-site inspections, optionally the design of unforeseen utility relocations and other directly related engineering services. The contractor must collaborate in preparing the technical documentation for the contractor selection public procurement process and in responding to additional information requests, as well as clarifying/modifying design documentation if needed. Main design work items include: pavement replacement on the main promenade 2,580 m², in the connecting streets 5,190 m², total 7,770 m²; 'small motor track' with resin-bound gravel pavement 554 m²; rain gardens 512 m²; play areas with cast rubber pavement 553 m²; creation of rest areas 897 m²; petanque court 104 m²; street furniture (benches, picnic tables, bins, bicycle racks) 175 pcs; candelabra replacement 70 pcs; drinking fountains 5 pcs; playground equipment 18 pcs; mist gates/rings 1 pc; pavement-integrated mist nozzles 1 pc; shrub and perennial plantings 4,081 m²; creation of a restroom facility 1 pc. Deadlines for plan delivery are: survey plans 25 days from contract effective date; review plans 60 days after client's acceptance of survey plans; permit plans (penalty-bound partial deadline) 40 days after client's acceptance of review plans; execution plans (with necessary approvals and official permits) 90 days after client's acceptance of execution plans.
