Planning services for neighborhood requalification and rehabilitation of 48 dwellings in Houplines, Avenue Georges Baert

Planning services for the rehabilitation of 48 collective dwellings in buildings A, B, and G in Houplines, Avenue Georges Baert: 3 dwellings of type II, 39 of type III, and 6 of type IV. The aim is to achieve a thermal performance of energy class B to C. Services include basic planning, technical diagnostics, dynamic thermal simulation (S.T.D.), energy diagnostics, scheduling, coordination, and piloting (OPC), PEMD diagnostics, and thermal studies. Works will be carried out in an occupied environment. A multidisciplinary team with competencies in architecture, OPC, building thermal engineering, thermal (DPE 3CL + THC-ex method), building structure engineering, renewable energies, building fluid engineering, general building engineering, second-work mastery, PEMD, and construction economics is required. The total duration is 41 months, with an estimated construction period of 16 months. Provisional start of works is planned for Q1 2028. The estimated budget for the construction works is 3,883,748 EUR net. The contract is awarded at a global and fixed, revisable price.
