Qualification system for planning services in line and plant construction projects for ONTRAS Gastransport GmbH

Establishment of a qualification system according to § 48 SektVO for planning services in line and plant construction projects for ONTRAS Gastransport GmbH: The system is published Europe-wide according to § 37 Abs. 1 SektVO. Contract awards will be made via negotiated procedure without prior call for competition or restricted procedure without further publication according to § 48 Abs. 9 SektVO, limited to pre-qualified companies. Applicants, whose suitability is determined based on minimum criteria, are listed in a directory separated by service areas (planning services for line or plant construction projects); a quality status via a traffic light system is possible. Pre-qualification and minimum criteria are regularly reviewed and may be adjusted or tightened. Documents for pre-qualification may be requested again or in an updated version. Requirements for minimum and pre-qualification criteria may be adjusted or tightened project-specifically in individual tenders. Applications are formally and substantively reviewed; non-compliant applications are not included. All pre-qualified applicants in the relevant service area will be invited to submit an offer. The number of bidders invited to negotiation talks may be reduced to 3 to 5 based on initial offers and award criteria. The determination of which award criterion or criteria form the basis for evaluation (both price and quality award criteria may be used) will be communicated to applicants per tender in the tender documents. The award criteria will be communicated per tender with the invitation to submit an offer. Applications are possible at any time during the validity of the qualification system. First tenders are expected in September/October 2026; applications received by 21.09.2026, 12:00 Uhr will be considered for these.
