Framework Agreement for Laboratory and Digitalization Projects

Consulting and project management services for laboratory and digitalization projects at the University Hospital Cologne: Project leadership and control (planning, controlling, reporting, coordination, management of complex multi-projects), expert support for procurement and tendering procedures (excluding legal advice), including creation of specifications, service descriptions, market analyses, suitability and evaluation criteria, bidder discussions, offer evaluation, and award recommendations, as well as consulting for new procurements. Furthermore, analysis, optimization, and digitalization of clinical and laboratory-related processes, including as-is analysis, development of target processes, creation of action and implementation concepts, and support for process guidelines, work instructions, and operating concepts. Services are provided project-based via individual call-offs based on person-days, predominantly remotely, and on-site at UKK as needed. Framework agreement duration: four years. Estimated scope of services: minimum 400 person-days (of 8 hours each) and maximum 550 person-days (of 8 hours each), with a call-off obligation only for the minimum quantity. Award criteria: quality of offer 60%, price 40%. For the assessment of technical and professional capability, six company references must be submitted: three for laboratory consulting and three for digitalization consulting. Each reference must relate to a project carried out in a university hospital or critical infrastructure (KRITIS) facility. The references must cover three projects in project management, two in clinical process optimization, and one additional freely chosen reference. One reference can cover multiple service areas, provided the respective services were performed in the reference project. The selection of bidders for proposal submission is based on the reference evaluation, with the three to five bidders with the highest scores being invited.
