Framework Agreement for Development and Scaling of Open Source Software in Health and One Health Context in Africa: Strategic and technical consulting for the further development of an integrated system landscape for a digital ecosystem for risk, health, and conflict early warning in the IGAD region and at the African Union (AU) level. This includes the further development of existing systems and their integration via a Data-Mesh platform, the collection and analysis of requirements for the AU-DOHP, RePan, HUSIKA systems and the Malawi Analytics Platform (MAP), as well as the conception, integration, and testing of additional One Health use cases. Further services include the preparation, harmonization, and integration of relevant data sources, the technical and functional further development of the systems, the examination and implementation of the integration of AU-DOHP into the IGAD system landscape as a successor solution for RePan, the rollout of the AU-DOHP platform in African countries and regions, the expansion of the HUSIKA app with an AI-supported language processing component, and support for the technical implementation and integration of digital components as use cases within the Data-Mesh architecture (especially data flows, interoperability, integration of RMNCH data, support for the Malawi Analytics Platform) and further One Health use cases in OHDAA partner countries such as Cameroon, Malawi, and Togo. Also included are target group-specific training and enablement measures (knowledge transfer, user support, documentation), technical capacity building and operational enablement of partner organizations' IT departments for sustainable independent operation and further development of the systems (including knowledge transfer, training, coaching, operational support in hosting, system administration, monitoring, security management, troubleshooting, release management, and software operation for gradual assumption of independent operation), and support for the establishment and further development of open-source structures (community building and management, governance, contribution processes, knowledge management, promotion of local developer and user communities).
