Application of the Problem-Driven Iterative Adaptation approach to strengthen governance in the water sector in Lesotho

Consulting services for strengthening governance in the water sector in Lesotho: Improvement of transboundary, climate-resilient water management through sustainable governance structures, specifically strengthening national water sector capacities to improve services and cooperation at community, catchment, and transboundary levels (Output 3.1). This includes developing a PDIA implementation plan, identifying and analyzing core problems in the water sector, conducting root cause analyses, defining entry points and sequencing, designing and implementing iterative 'small bets' with structured learning cycles, documenting quick wins and lessons learned, and implementing an exit and handover process. The services will primarily be performed in Maseru, Lesotho, with a small portion of remote work for the team leader and limited in-country travel for core experts.

Pool of experts for inclusive Contract Farming (iCF) schemes

Specialized technical assistance for the design and implementation of inclusive Contract Farming (iCF) schemes in Ethiopia, Kenya, and Uganda: Provision of a pool of experts for one-on-one advisory and business development support to 10 agribusinesses (5 in Kenya, 3 in Ethiopia, 2 in Uganda). Support covers technical business development, investor readiness, digital transformation, climate adaptation, and access to finance. Key interventions include enterprise diagnostics, market analysis, business process optimization, governance and compliance strengthening, financial management improvements, climate-smart and digital business solutions, market linkage facilitation, and investment matchmaking. Additional support includes strengthening inclusive contract farming arrangements with smallholder farmers, facilitating B2B and B2C linkages, strengthening partnerships with export promotion organizations (e.g., Import Promotion Desk), and supporting enterprises in meeting domestic and export market requirements (quality, traceability, compliance). The tender is structured into three work packages: Work Package 1 covers agribusiness onboarding and strategy development, including identification, onboarding, diagnostic assessment, strategic planning support for participating agribusinesses, development of selection criteria, onboarding/kick-off sessions, and detailed enterprise diagnostics for business reform strategies. Advisory and Technical Assistance for Digital Public Infrastructure Projects in the East African Community: Provision of highly specialized advisory and technical assistance through the EAC DPI Acceleration Mechanism to support project developers and government agencies in designing, structuring, and scaling Digital Public Infrastructure (DPI) use cases to achieve a 'bankable' status for international financing. Support includes four areas: Development Support (technical guidance, pre-feasibility and feasibility studies, technical assessments, architectural designs, specifications, environmental impact assessments, regulatory analysis, cybersecurity assessments, hosting/infrastructure needs, capacity assessments); Structuring Support (advising on operation, business, and financing models, evaluating PPP models, revenue streams, potential African and European private sector operators, bundling projects); Access to Finance Support (identifying financing options, aligning project documentation with requirements of European and international institutions like EU Global Gateway instruments); Contract Closing / Transaction Support (assisting with contractual negotiations, drafting financing transaction terms, term sheets, specialized contractual agreements).
