Delivery of standard software with licenses, update rights, and subscriptions: The basic scope includes the delivery and activation of subscriptions, with the first subscription period starting on November 1, 2026. If the contract is concluded after this date, continuity of license rights must be ensured according to manufacturer rules. The total subscription period is 36 months. An option right includes additional product deliveries in the first and second subscription periods. Equivalent products are permitted; their assessment will be based on criteria specified in the OPZ (Annex 1 to the SWZ). The burden of proof for equivalency lies with the bidder. Equivalency verification will be conducted through tests under production conditions within the existing system, using the contracting authority's peripheral devices, spreadsheets, databases, and files, including integration with the contracting authority's Active Directory catalog service. An official Microsoft Licensing Solution Provider (LSP) status document for Poland is required, or, for equivalent products, an official document from the manufacturer confirming official software distributor status in Poland. Products and ICT services (including cloud services) must comply with the current requirements of the National Cybersecurity System Act.
