Control Devices and Control System for Street and Park Outdoor Lighting

Control devices and control system for the outdoor lighting of street and park areas in the City of Oulu: The procurement comprises two main areas. Firstly, the delivery and commissioning of central control devices for outdoor lighting for approximately 600 lighting control centers and approximately 45,000 luminaires, including commissioning in cooperation with the client's contractor and migration to a new control system, ensuring uninterrupted operation of the existing system until commissioning is complete. Secondly, the provision of control system services, consisting of a SaaS-based control system as a ready-made software product, system maintenance, software updates, monitoring, technical support, user training for client personnel, and separately ordered development work and extensions. The control system operates centrally. The service provider is responsible for the delivery and connection of the service platform where installation readiness is met; the client is responsible for field installations of the devices. Control system services are paid at a fixed monthly rate. The client may also acquire individual devices and order development work at prices according to Appendix 2 (Price Information Form), with these prices being binding for the service provider, but quantities not binding for the client (except for contract year-specific prices). Preliminary delivery of control devices to the client's contractor is scheduled for January 2027, with commissioning of the control system to be completed by May 2027. The old control system remains operational until the new system is fully commissioned. The procurement of luminaire-specific control devices will be decided later during the service agreement. A maximum of 500,000 euros (VAT 0%) is allocated for the investment project (delivery and commissioning of control devices); offers exceeding this amount will be rejected. Control system services are not part of the investment project.
