Technical advisory services: Comprehensive support for the design, implementation, technical coordination, and quality assurance of interventions supporting sustainable aquaculture and fisheries value chain development under the EU Action Stawi Bluu and the ProsperBlue Programme in Tanzania. The service includes an initial inception phase with a comprehensive aquaculture and fisheries value chain analysis (including ValueLinks 2.0 approach) to validate priorities, identify market opportunities, analyze competitiveness constraints, map stakeholders, assess governance arrangements, identify investment opportunities, examine environmental and climate risks, and integrate gender, youth, and social inclusion considerations. Based on findings, integrated interventions addressing bottlenecks across selected value chains will be designed, implemented, and adapted. This involves strengthening production systems, post-harvest handling, processing, storage, quality assurance, product diversification, marketing, business management, and market access, while promoting environmentally sustainable practices, innovation, and climate resilience. Special attention is given to strengthening economic opportunities for women, youth, and underrepresented groups. Technical assistance to MSMEs, producer organizations, cooperatives, and private enterprises is provided through coaching, mentoring, business development services, and practical capacity development measures, including strengthening entrepreneurship, business planning, market linkages, investment readiness, access to finance, and development of commercially viable business models. Capacity development activities for public institutions, research organizations, vocational education and training institutions, extension services, and business support organizations include Training of Trainers (ToT), curriculum enhancement, demonstration facilities, institutional partnerships, and knowledge exchange. Dialogue and collaboration among government institutions, private sector, financial institutions, development partners, academia, and civil society are facilitated to strengthen coordination, improve sector governance, and promote evidence-based decision-making. Where appropriate, the development of standard operating procedures, technical guidelines, business models, and other practical tools is supported. Implementation is participatory, gender-responsive, conflict-sensitive, and environmentally sustainable, systematically integrating cross-cutting themes such as climate resilience, biodiversity conservation, social inclusion, decent employment, occupational health and safety, digital innovation, monitoring, and knowledge management. A robust monitoring, evaluation, learning, and knowledge management system must be established to document progress, capture lessons learned, and generate evidence. Close coordination with GIZ and partners is required. All activities contribute to strengthening competitive, inclusive, and sustainable aquaculture and fisheries value chains in Tanzania.
