Technical assistance for improved subnational service delivery and decentralisation reform in Cambodia: Provision of flexible, demand-driven technical advisory services to support the "Improved Service Delivery for Citizens in Cambodia II (ISD II)" program. Services are delivered through the mobilization and management of predominantly short-term national and international experts, as well as one senior international long-term advisor. Assignments include indicative work packages such as technical advisory for OWSO service innovations (process diagnostics, digital/administrative innovations, change management), advisory support for service improvement plans and demonstration projects in Districts and Municipalities (waste management, irrigation, social services), strengthening of organizational and HR management (organizational diagnostics, HR management, women's leadership), improvement of planning and budgeting systems (participatory/climate-sensitive investment planning), technical/strategic advisory for national partner institutions to strengthen legal/institutional frameworks for participation and accountability, operational advisory for DMs on applying participation and accountability mechanisms, establishment of peer-learning networks, support for institutionalized training and e-learning, strategic/legal reform advice (fiscal decentralization, non-tax revenues), support for multi-level dialogues and policy uptake, and cross-cutting project implementation support (M&E, workshop facilitation, quality assurance, expert management).
