Support for Energy Transition in Senegal (PED III)

Consulting services to support the "Sustainable Energy Programme in Senegal" (PED III) of the Senegalese Ministry of Energy and Oil (MEP): Provision and management of a core team of long-term experts and a pool of short-term experts (national and international). Includes technical and methodological expertise and strategic advisory services in the areas of governance and regulatory framework for renewable energy (RE) and energy efficiency (EE), integration of RE into the national grid, structuring of private sector participation and bankable energy projects, development and implementation of energy efficiency measures in priority sectors, and capacity development and knowledge transfer for an inclusive energy transition. Contribution to Work module 1 (strengthening governance and strategic management of the energy sector, 30%), Work package 2 (strengthening conditions for private sector participation in RE/EE, 50%), and Work package 3 (strengthening knowledge and skills for an inclusive energy transition, 20%).

Consultancy Services for Drainage Water Reuse in the Hillah River System

Consultancy services for identifying and prioritizing technically, environmentally, and economically feasible options for the reuse of drainage water in the Hillah River System and for preparing a concept for two pilot projects. The service comprises three work packages: Assessment of irrigation practices and drainage-water generation, including review of existing irrigation methods (surface, sprinkler, drip irrigation, fertilizer use), quantification of irrigation efficiency and drainage-water volumes/qualities, analysis of institutional management, scenario analysis for current and improved practices considering climate adaptation measures, visualization of results in maps and datasets for the Hillah River Information System. Furthermore, the identification and prioritization of reuse options and treatment technologies, building upon a baseline assessment provided by GIZ, validation and further development of reuse options (agricultural reuse, aquaculture, industrial applications, landscape irrigation, groundwater recharge), assessment of conventional and nature-based solutions (NbS) for high-salinity and contaminated drainage water in arid environments using a multi-criteria approach, and preparation of an option report. This also includes capacity development through targeted learning and exchange activities, organization of a study tour for MoWR, an international seminar/conference in Baghdad, preparation of a bilingual publication, and design/delivery of two training courses (foundational on treatment technologies, advanced on NbS concepts). Finally, the preparation of pilot project concepts, including the development of a pre-feasibility study (PFS) and a definitive feasibility study (DFS) for two pilot demonstration solutions, identification of suitable pilot locations, proposal of treatment and reuse schemes, estimation of costs, requirements, and potential financing options. Analysis of financing criteria for BMZ and EU co-financing instruments to develop two distinct pilot project options: a small-scale project (up to EUR 1 million, up to feasibility level, BMZ criteria) and a larger-scale project (up to EUR 25 million, up to pre-feasibility level, EU criteria). For implementation, 4 core experts (1 team leader, 3 technical experts) totaling 330 expert days are required.

SME Challenge Fund for Gender-Equitable and Climate-Resilient Economic Development in Nepal

Development and implementation of an SME Challenge Fund to strengthen gender-equitable and climate-resilient economic development in Nepal: This includes the design and launch of the fund (Work Package 1), identifying high-potential SMEs to scale agricultural products and services, establishing clear eligibility and evaluation criteria, a robust application management system, and promotion in English and Nepali. Furthermore, conducting bootcamps and assessments for 100 shortlisted SMEs to strengthen communication and pitching skills (Work Package 2), selecting the top 40 SMEs. Organizing a pitching competition for the 40 selected SMEs (Work Package 3), where an expert jury selects the top 25 SMEs for milestone-based disbursements through subcontracts and customized business development and investment readiness support. Provision of tailored business development services, networking opportunities, and guidance to the 25 selected SMEs over an 18-month period (Work Package 4), including business advisory, access to finance, market access, supply chain management, training, coaching, and mentoring. Finally, establishing and implementing a robust Monitoring, Evaluation, Communication, and Knowledge Management system (Work Package 5) to track results and impacts, including milestone monitoring and tracking outcome and impact indicators such as climate adaptation, income increases, job creation, and scalability of solutions.
