It is recommended that the first stage involves construction works for the expansion (new facility) to enable the biological treatment process and obtain a partial operating permit, followed by the remaining construction works to ensure continuous wastewater reception and treatment. Operational disruptions must be avoided; any shutdowns or cycle changes require coordination with Olsztyn City and Municipality and Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A., and written approval from the construction supervisor. The offer must present separate costs for reconstruction (Part A) and expansion (Part B); partial offers are not permitted. Reconstruction (Part A) is financed by Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A., while expansion (Part B) is financed by Olsztyn City and Municipality, co-financed by EU funds and a BGK loan under the Green Transformation of Cities program. A mandatory site visit is required before submitting an offer. Two separate contracts will be concluded, one with Olsztyn City and Municipality and one with Przedsiębiorstwo Wodociągów i Kanalizacji Okręgu Częstochowskiego S.A., with each party receiving separate invoices for their respective services.
