What are EU Thresholds?
EU thresholds are contract values above which European procurement law applies. Contracts above these values must be tendered EU-wide.

Consequences When Exceeded
Above thresholds, the following apply:
- EU-wide publication in TED
- Stricter procedure rules under GWB/VgV
- Longer minimum deadlines for bids
- Legal protection before procurement chambers
Calculation of Contract Value
The contract value is estimated net (excluding VAT). Rules:
- Total value including all options
- No artificial splitting to stay below
- For framework contracts: Maximum value over duration
