What are EU Thresholds?

EU thresholds are contract values above which European procurement law applies. Contracts above these values must be tendered EU-wide.

Current Thresholds (2026-2027)

Consequences When Exceeded

Above thresholds, the following apply:

  • EU-wide publication in TED
  • Stricter procedure rules under GWB/VgV
  • Longer minimum deadlines for bids
  • Legal protection before procurement chambers

Calculation of Contract Value

The contract value is estimated net (excluding VAT). Rules:

  • Total value including all options
  • No artificial splitting to stay below
  • For framework contracts: Maximum value over duration
