Entwicklung eines Grünkorridorprojekts und Schulung zu Straßendesign in Dakar

Vorstudie für einen Grünen Korridor und Schulung: Erstellung einer Vorstudie zur Verbesserung des sicheren Fußgängerzugangs zu öffentlichen Verkehrsmitteln in Keur Massar und Stärkung institutioneller Kapazitäten für klimaresilientes, inklusives Straßendesign und partizipative Projektentwicklung in Dakar. Arbeitspaket 1 (Grundlagenstudie) umfasst die Überprüfung bestehender Daten und Studien, Identifizierung von Lücken, zusätzliche Datenerhebung (z.B. Verkehrszählungen, Nutzerbefragungen, Luftqualitäts- und Umweltmessungen) sowie die Analyse des urbanen Kontexts und der Landnutzung, des Reisebedarfs (quantitativ und qualitativ), der Angebotsqualität und -kapazität für alle Verkehrsträger, der Sicherheit und Konflikte, der Umweltqualität, des Klimastresses (Hitze, Überschwemmungen), der Geschlechter- und sozialen Inklusion, des institutionellen und rechtlichen Rahmens und von Referenzen (inkl. regionaler Beispiele). Lieferobjekte WP1: D1.1 Methodologischer Orientierungsbericht (Inception), D1.2 Grundlagenbericht, D1.3 Foliensatz, D1.4 Bereitstellung von Rohdaten, maschinenlesbar und editierbar, sowie Medien. Arbeitspaket 2 (Partizipationsprozess) beinhaltet das Stakeholder-Mapping (inkl. vulnerabler Gruppen, Frauen, Menschen mit Behinderungen, Straßenhändler, informeller Transport, Nachbarschaftsgruppen, lokale und nationale Behörden), die Konzeption und Implementierung einer inklusiven, geschlechtergerechten Partizipationsstrategie (inkl. mindestens einer virtuellen Maßnahme), die Moderation von Workshops, Mediation bei Bedarf, sowie die Dokumentation und Evaluierung der Ergebnisse. Lieferobjekte WP2: D2.1 Stakeholder-Analyse (Bericht), D2.2 Folien, D2.3 Partizipationsstrategie, D2.4 Moderationsmaterialien/-vorlagen (editierbar), D2.5 Ergebnisbericht mit Inputs für Korridoranforderungen, D2.6 Referenz-Toolkit für partizipative Prozesse (FR/EN) zur Replikation. Arbeitspaket 3 (Vorstudie (PFS) Grüner Korridor) umfasst die Identifizierung und Bewertung von Design-/Verkehrsmanagementalternativen, eine SWOT-Analyse, die Empfehlung einer bevorzugten Alternative in Absprache mit CETUD und lokalen Verwaltungen. Erstellung von ca. 15 vorläufigen und 10 finalen konzeptionellen Entwürfen (Straßenabschnitte/-kreuzungen, Zuweisung des Straßenraums, Geschwindigkeiten, Verkehrsregelung, grüne Infrastruktur, Beleuchtung/Beschattung, Materialien, Beschilderung; Kapazität für alle Verkehrsträger). Durchführung einer vorläufigen Umwelt- und Sozialverträglichkeitsprüfung und kulturellen/historischen Prüfung, Kosten-Nutzen-Analyse inkl. Klimavorteile, Risikobewertung (strategische/Projektrisiken), Skizzierung von Finanzierungsoptionen und -quellen. Erstellung einer Implementierungsstrategie (Phasierung, Daten-/Engineering-Bedarf, Rollen/Verantwortlichkeiten, Wartungskonzept, Finanzierungsstruktur), Kommunikationsstrategie (Öffentlichkeits- und Stakeholder-Botschaften, Best Practices), Investor Pitch Deck. Erstellung eines Aktionsplans für sichere Bushaltestellen, abgestimmt auf die metropolitanen Rahmenbedingungen (Thema kann angepasst werden). Lieferobjekte WP3: D3.1 Alternativen & konzeptionelle Entwürfe, D3.2 Vorläufige Folgenabschätzung, D3.3 Kosten-Nutzen-Analyse, D3.4 Risikobewertung, D3.5 PFS, D3.6 Pitch Deck, D3.7 Implementierungsstrategie, D3.8 Kommunikationsstrategie, D3.9 Aktionsplan. Arbeitspaket 4 (Konzeption und Implementierung der Schulung) beinhaltet die Konzeption und Durchführung einer 120-stündigen Schulung (ca. 3 Seminare à 3 Tage + Selbststudium) zu nachhaltiger Mobilität und Straßendesign, Management öffentlicher Räume und Klimaresilienz, Projektentwicklung vom Konzept bis zum Betrieb; Integration ko-kreativer Arbeit an Grünen Korridor-Elementen. Train-the-Trainer: Coaching von 5 Mitarbeitern (CETUD/lokale Behörden) zur Replikation der Schulung, Verfeinerung der Materialien nach Pilotphase. Entwicklung replizierbarer Materialien: Präsentationen, Skripte, Videos (ca. 240 min), Vorlagen (Umfragen, Feldarbeit), Handbuch für Ausbilder, Implementierungsplan und Leitfaden (Checklisten, Zertifikatsvorlagen), Evaluierungstools; finaler Schulungsbericht mit Lessons Learned. Lieferobjekte WP4: D4.1 Schulungskonzept, D4.2 Schulungsmaterialien, D4.3 Handbuch für Ausbilder, D4.4 Implementierungsplan & Leitfaden, D4.5 Schulungsbericht. Governance und Kooperation: Enge Koordination mit CETUD, MiTTA und einem von CETUD eingerichteten Technischen Komitee; Abstimmung mit dem RTC-Projektkontext und der laufenden Busbahnhof-Neuentwicklung. Bereitstellung kurzer monatlicher Statusberichte (2 Seiten) in Französisch (Aktivitäten, laufende Ergebnisse, Auswirkungen, benötigte Entscheidungen, Expertentage). Beitrag zum Wissensaustausch (Veranstaltungen, Publikationen) und Unterstützung der Evaluierung der Effektivität des Wissensmanagements. Berichterstattung und Sprachen: Hauptlieferobjekte in Französisch; Partizipations-Toolkit in FR/EN; Rohdaten und Medien in editierbaren, maschinenlesbaren Formaten wie spezifiziert. 10004007_1-Provision of Technical Expert Support on Climate Change Adaptation and Climate Finance in Central and West Africa

In this work package, the contractor in collaboration with the African Development Bank will identify and work with project applicants from the pool of projects generated by the national climate funds, financed by GIZ. The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). The contractor will be responsible for undertaking all activities necessary to establish and demonstrate four ABM Activities, in Benin, Ivory Coast, Senegal and Republic of Congo, which will lead to the issuance of Certified Adaptation Benefits by the African Development Bank. The contractor accordingly will deliver advisory services, technical and process-related assistance, deliver basic studies, and develop ABM Methodologies during the ABM Activity Cycle to the four identified ABM Participants. The African Development Bank will provide guidance and advise on the ABM components. Promote and catalyse adaptation financing in Benin, Côte d'Ivoire, and Senegal This work package outlines the activities required to develop a pipeline of climate change adaptation projects using the IsDB's financial instruments in Benin, Côte d'Ivoire and Senegal in cooperation with relevant national stakeholders to leverage through catalysation additional adaptation finance (up to 50 Mio. EUR from public and private investors). The objective is (1) to build a strong pipeline of IsDB projects in the three countries that are adapted and/or with a main objective of addressing adaptation challenges in relevant sectors, building from PACO small grant projects (Output 3), and NAP/NDC investment plans developed or revised under Output 1, and (2) to facilitate capacity building to strengthen the institutional capacity of financial institutions. The contractor will be responsible, in coordination with IsDB and GIZ, for deploying a series of country-level consultation workshops to firm up and engage with relevant public and private actors for the strengthening of IsDB project pipelines in Benin, Ivory Coast and Senegal with high adaptation finance potential. In addition, the contractor will prepare and implement relevant studies, including gender, socio-economic and environmental analyses supporting the economic case for IsDB intervention in sectors relevant to the countries" NAPs and adaptation-related NDCs or based on existing NAP/NDC investment plans. Establishment of four Reverse Linkages and one centre of excellence in collaboration with IsDB This work package focuses on the establishment of four Reverse Linkages in the PACO program with four different host-institutions. Reverse linkages are a mechanism developed by the Islamic Development Bank to establish partnerships between institutions in countries in the global South. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. Once set up, the partnerships usually last for a period of three years, so the process will be carried out during the life of the PACO project. Furthermore, the contractor will help IsDB to identify and set up regional or national Centres of Excellence (institutions highly specialized and leading in technology, finance, etc.) to potentially host more Reverse Linkages and to facilitate the flow of information. The contractor will accordingly assess the capacity needs of the target countries, identify the centres of excellence, accomplish the installation of four Reverse Linkages and implement capacity development plans with the support of IsDB. If appropriate, the IsDB will establish a reverse linkage between CCRS and a centre of excellence in another IsDB member country, to help build Commission capacity. This possibility will be considered by the Commission and the Bank during the inception phase of the PACO project.

10020688-Mitigation of Human - Wildlife Conflicts in Tanzania II

The contractor shall provide comprehensive technical, organizational, and advisory services to support the implementation of the project "Mitigation of Human-Wildlife Conflicts in Tanzania" in the Ruvuma landscape. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor shall ensure that these planning processes integrate human-wildlife conflict considerations, local development priorities, gender-specific needs, climate-related risks, and relevant land-use aspects such as agriculture, grazing, settlement patterns, wildlife corridors, and protected areas. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall also contribute to the documentation and analysis of activities and results, including inputs for monitoring and reporting. The contractor shall further support community-level resilience and conflict mitigation measures. This involves assisting village communities in the implementation of HWC-related measures identified through land-use and community action planning, including locally adapted preventive measures, livelihood-supporting activities, and measures that enhance the ability of communities to mitigate, and cope with damage and losses caused by wildlife. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. In addition, the contractor shall strengthen awareness-raising and environmental education activities. This includes the conceptual, organizational and operational support for the revitalization of environmental clubs (Malihai Clubs) in schools and colleges, the development of training materials and curricula, and the piloting of club activities in selected locations. The contractor shall also support the outreach programs of relevant institutions, including the development of communication concepts, training events, and materials for intermediaries such as teachers, farmers and local stakeholders. Throughout the assignment, the contractor shall ensure effective project management, coordination, reporting, and knowledge management. Deliverables shall include reports of workshops and training sessions, minutes of technical meetings, approved planning documents, CAP and LUP documentation, progress reports, and technical contributions to project monitoring. The contractor shall work in close collaboration with GIZ, partner institutions, and local stakeholders, and shall comply with requirements related to safeguarding, data protection, conflict sensitivity, and gender mainstreaming.

Unterstützung zur Anpassung der Kakao-Lieferkette in Côte d'Ivoire an Nachhaltigkeitsherausforderungen

Technische Unterstützung für das PRO-PLANTEURS-Projekt zur Anpassung der Kakao-Lieferkette in Côte d'Ivoire an wirtschaftliche, regulatorische, ökologische und soziale Nachhaltigkeitsherausforderungen: Aufbau und Management eines Expertenteams, Qualitätssicherung, Finanzverwaltung und Berichterstattung, Beiträge zu BMZ/MINADER-Berichten, Einhaltung von Datenschutzpflichten. Umfasst die Befähigung von Kakaoproduzenten zur Umsetzung guter landwirtschaftlicher Praktiken (GAP) und Agroforstwirtschaft gemäß ARS 1000: Entwicklung von zehn Agroforstmodellen, Sensibilisierung von 6.000 Produzenten (mindestens 30 % Frauen) für Agroforstwirtschaft, Beratung von Farmen zur Erreichung von mindestens 5.000 ARS 1000-konformen Agroforstflächen. Schulung von 6.000 Produzenten (mindestens 30 % Frauen) in GAP über Farmer Field Schools, Unterstützung bei der Umsetzung individueller Kakao-Farmentwicklungspläne (PDCs), Unterstützung bei internen Inspektionen und Korrekturmaßnahmen zur ARS 1000-Konformität von 6.000 Farmen. Stärkung des evidenzbasierten Dialogs zwischen Akteuren der Lieferkette: Aufbau einer unabhängigen, projektunabhängigen digitalen PRO PLANTEURS-Plattform in einer ausgewählten Partnerinstitution, organisatorische Unterstützung für das Plattformmanagement, Schulung von Personal, Entwicklung eines strategischen Plans (inkl. visueller Identität und Kommunikationsplan) und eines Aktionsplans für 2028-2030. Durchgängige Berücksichtigung von Geschlechtergleichheit, Umwelt- und Klimaschutz, Konflikt-/Kontextsensibilität und Menschenrechten.
