Species Monitoring for Dragonflies in Saxony-Anhalt

FFH sample monitoring of eight dragonfly species on a total of 152 monitoring areas (STPE) from 2027 to 2029: Coenagrion mercuriale on 36 STPE and 52 transects in 2027 and 2028 with two inspections each; Coenagrion ornatum on 26 STPE and 48 transects in 2027 and 2028 with two inspections each; Ophiogomphus cecilia on ten STPE and ten transects in all three years with three inspections each; Gomphus flavipes on 17 STPE and 17 transects in 2028 and 2029 with three inspections each; Aeshna viridis on twelve STPE and twelve transects in all three years with two inspections each; Leucorrhinia pectoralis on 24 STPE and 24 transects in all three years with two inspections each; Leucorrhinia caudalis on twelve STPE and 13 transects in all three years with two inspections each; Leucorrhinia albifrons on 15 STPE and 17 transects in all three years with three inspections each. The recording and evaluation methodology follows the guidelines of BfN and BLAK (2017), and methodological adjustments from the 2020 to 2022 monitoring cycle are to be adopted. All specified STPE and transects are to be examined, with unsuitable sub-areas within the STPE allowed to be replaced by more suitable water sections, and appropriate transects to be defined for newly added STPE. Deviations from the methodology or recording periods require prior written consent from the client. All target species and other dragonfly observations are to be documented, including species, stage, number of individuals, sex, reproduction indicators, date, time, observer, detection type, behavior, and water ID, as well as negative records of the respective target species. Additionally, suitable current and historical third-party records are to be compiled. All observations are to be entered into MultiBaseCS according to the client's specifications and linked with the provided location references. FFH evaluations are to be recorded for each species and monitoring area in the FFH-Monitoring-Cloud and in an Excel file with all sub-criteria, criteria, and partial evaluations; the Excel template must be created by the contractor based on the evaluation schemes and agreed upon with the client. Furthermore, the current monitoring landscape and transects are to be updated as GIS data, and at least five meaningful photos per STPE are to be taken for each survey year. The first interim report, along with the current area shape, the 2027 data, and the agreed Excel template, is due by October 30, 2027. The second interim report, including the 2027 to 2028 data, is to be submitted by November 1, 2028. By November 1, 2029, a scientific final report, all MultiBaseCS and Cloud data, GIS data, evaluation files, and photo documentation are to be fully submitted. The final report is to be provided in print, as an editable Word file, and as a PDF; digital documents are to be delivered on data carriers. The contractor reports on the processing status at least monthly, obtains necessary access permits independently, and maintains the required personnel and time capacities. The personnel named in the offer are binding and may only be replaced for objective reasons, with prior consent from the client, and without deterioration of the evaluated team quality.
