Broadband Expansion Bautzen District Cluster 16
Award of grants to close the profitability gap for the establishment and operation of a sustainable and high-performance telecommunications network infrastructure (Gigabit network) in Cluster 16 of the Bautzen district. The cluster includes parts of the municipalities Großdubrau, Hoyerswerda, Königswartha, Lauta, Lohsa, Malschwitz, Oßling, Radibor, Spreetal, and Wittichenau, covering 7,178 addresses. The objective is the comprehensive development of Gigabit networks in "grey areas" with at least 1 Gigabit/s symmetric bandwidth. The procedure is a two-stage negotiated procedure with a preceding Europe-wide call for competition. Minimum requirements for bidders include a turnover of at least 4 million € from comparable services in the last four business years, and reference projects with at least 4,000 subscribers. The grant is provided as a fixed amount to close the profitability gap, disbursed in tranches upon reaching milestones; the selected bidder bears a limited economic risk and becomes the owner of the networks. Further clusters (16-19) will be tendered separately.
