Dynamic purchasing system for passenger cars and goods vans under 3.5 tons: estimated annual fleet turnover of approx. NOK 4 million, estimated total value over 10 years of NOK 40 million. The system includes the purchase of vehicles, their service, and follow-up. Bidders must be authorized brand dealers with their own workshop approved by the Norwegian Public Roads Administration. The procedure is two-stage, with a qualification phase followed by mini-competitions; new suppliers can continuously join throughout the entire scheme period. The tender deadline in mini-competitions is normally not shorter than ten days. Award criteria include price, technical and functional quality, service and follow-up, and delivery time.
