Disposal of Municipal Waste for the City Municipality of Lubaczów
Disposal of municipal waste: Collection, transport, and management of municipal waste from residential properties in the city of Lubaczów, in accordance with the current cleanliness and order regulations of the City Municipality of Lubaczów. The scope of services includes the collection of all generated and collected quantities of individual municipal waste fractions from all residential properties in the municipality. This comprises: unsegregated (mixed) municipal waste (code: 20 03 01) collected in containers or bags; selectively collected municipal waste in containers or bags, divided into four fractions: paper and cardboard (blue, codes: 15 01 01, 20 01 01), plastics and metals (yellow, codes: 15 01 02, 15 01 04, 15 01 06, 20 01 40), glass (green, codes: 15 01 07, 20 01 02), biodegradable waste (brown, codes: 20 01 08, 20 02 01). Also included are selectively collected waste not requiring containers: bulky waste (code: 20 03 07) such as furniture, used tires (code: 16 01 03), fluorescent lamps and mercury-containing waste (code: 20 01 21*), freon-containing equipment (code: 20 01 23*), waste electrical and electronic equipment (codes: 20 01 35*, 20 01 36). Furthermore, selectively collected waste in containers or bags within the Lubaczów City Municipality: batteries and accumulators (code: 20 01 33*), other batteries and accumulators (code: 20 01 34) collected in schools and public utility buildings, and expired or unused medicines (code: 20 01 32) collected in selected pharmacies (not for commercial purposes). The management of the collected waste includes: mechanical-biological treatment of unsegregated municipal waste to recover fractions; processing of selectively collected biodegradable waste; mechanical-biological treatment of mixed municipal waste (undersize fraction 0-80 mm), with the oversize fraction (> 80 mm) with the required calorific value to be managed as alternative fuel; landfilling of waste after mechanical-biological treatment (stabilizate); sorting of mixed packaging waste and secondary raw materials for recovery; sorting of mixed packaging waste and source-separated waste for recovery; landfilling of waste with code 20 03 99; management of other waste types, including construction and demolition waste. The contractor must achieve recycling, reuse, and recovery rates, reduce the mass of biodegradable municipal waste for landfilling, and comply with all applicable laws and local regulations, including the Waste Act (Dz. U. z 2023 r. poz. 1587 et seq.), the Act on Maintaining Cleanliness and Order in Municipalities (Dz.U. z 2025 r., poz. 733), the Podkarpackie Voivodeship Waste Management Plan 2020-2026 (with perspective to 2032), and the Regulation of the Minister of Climate and Environment of May 10, 2021 (Dz.U. z 2021 r. poz. 906). Invoicing requires attached waste transfer cards and a monthly report.
