Development and Implementation of an Integrated Information System for the DISTINCT Project

Development and implementation of an Integrated Information System (IIS) for the National Institute of Statistics (INS), including basic software and user training. The system must ensure the standardization of data formats and information exchange mechanisms (e.g., XML/XSD, JSON, iXBRL), function as a single platform for data collection and reporting, and support the automation of analysis and result generation. It will allow controlled use of advanced data analysis mechanisms, including machine learning algorithms, and include notification and communication mechanisms, as well as secure electronic interaction with respondents and external entities via a virtual private space. Automatic data collection is to be enabled through integration with respondents' information systems using standardized data exchange mechanisms (API, web services, automatic imports). Functional requirements include creating a virtual private space for online interactions, consolidating data/report collection on a single technical platform, establishing general principles for data collection (e.g., XML/XSD, JSON, iXBRL standards, security and audit standards), standardizing data collection formats, a centralized data reporting platform, optimizing collection and analysis flows, a new interaction and reporting portal to manage registry, petitions, data collection, and information exchange with other Romanian institutions and EU bodies, automated data analysis, a unique database for archiving and retrieval, new technical and business validations, and multiple notification modules. The IIS must uniformly support the main statistical processes: design, development, collection, acquisition, validation, processing, analysis, administration, and dissemination of statistical data. Components include: Document Management System (DMS), Business Process Management (BPM), portal and electronic forms, integrated data management and analysis, interoperability, data integration and preparation (ETL), advanced analysis and reporting, intelligent automatic resource optimization, service desk, statistical analysis, development, configuration, parameterization, integration, and functional/application security services, basic software installation and configuration services, user identity administration, Security Information and Event Monitoring (SIEM), automatic application performance monitoring, data masking, backup, privileged access security, security awareness/training software, user training, and system administrator and L1 support training.
