Expert concept for retail, services, and commerce for urban development project Ostfeld, Wiesbaden

Development of an expert concept for retail, services, and commerce for the new urban district of the "Ostfeld" urban development project in Wiesbaden, designed for approximately 10,000 residents. The contractor acts as external expert support for the interdisciplinary and iterative framework planning at a scale of 1:1000. Services include work packages 1 to 9, unless explicitly marked as optional: basic data collection and familiarization, market and needs analysis, continuous expert support for framework planning, participation in the "Principles of Public Space", development and construction phase analysis, recommendations for operator and management structures, specific role and positioning within the overall urban local supply structure, creation of a final report including management summary, and coordination and interfaces with project participants (sections 9.1 to 9.11). The development takes place parallel to the framework planning in four phases: Phase 1 and 2 (preparation phase, preliminary design) from contract award until approximately spring 2027, Phase 3 (design) until approximately autumn 2027, Phase 4 (final framework planning, overall submission) until approximately early 2028. Optional services, which can be called off separately, include: three working meetings (on-site, each maximum five hours), two interim presentations (on-site, each maximum five hours), one presentation of the final framework planning (preferably digital, two hours), three public involvement events (on-site, each maximum five hours), and up to three meetings for the involvement of political bodies (on-site, each maximum three hours). Initially, only work packages 1 and 2 will be called off.
