Financial transaction processing for a cEMV-based e-ticket system: secure and continuous handling of card payments according to international card scheme rules, including acceptance and processing tasks for retail, transit (incl. debt recovery), and VPOS transactions. The scope of services includes master data management for validators and sales points, transaction authorization with fraud prevention (real-time/near-real-time), clearing, settlement and payment processing, and reporting to authorities, card organizations, and the contracting authority. A payment and settlement model is expected that supports aggregated, delayed, and merchant-initiated transactions (MIT), subsequent debits (debt recovery), and settlement logics for maximum transaction amounts (capping). The service must ensure high availability, low response times, and continuous operation (SLA), and include risk management, fraud prevention, and chargeback management. Account updater services, integration support for the contracting authority and subcontractors (Transit Processor), and integrated reporting functions are to be provided. Processing of cEMV-based Visa and Mastercard transactions (physical and digital, contactless, debit and credit cards) for card-present transactions, as well as card-not-present transactions (debit, prepaid, and credit cards, digital wallets like Apple Pay, Google Pay, Samsung Pay) is required. The service must support the specific characteristics of public transport (transit model) according to Visa and Mastercard guidelines, including real-time and delayed transaction processing, pre-authorizations (low/zero value), processing of aggregated settlement data, offline operation in case of connection failures, automatic re-attempts for failed transactions, handling of refunds and reversals. EMV Level 3 (L3) certification for all payment terminals and transaction types is required. Expected number of transactions over the framework agreement duration: 75,928,731 financial transactions, of which 62,160,069 are POS-like PAYG transactions (card-present) and 13,768,662 are VPOS-like transactions (card-not-present). further items as per the tender documents.
