Engineering services for reconstruction and expansion of Cedrowice wastewater treatment plant

Engineering services as Contract Engineer for the reconstruction and expansion of the Cedrowice wastewater treatment plant: Services are divided into two stages. Stage I: Preparation, coordination, and supervision of documentation for public procurement, including a functional-utility program; comprehensive support for the contracting authority in preparing and conducting the procurement procedure for construction works, including preparation of tender documentation (scope of work, announcements, draft contract provisions, participation conditions, offer evaluation criteria), drafts for contractor questions, changes to tender documentation, calls and correspondence, participation in the examination and evaluation of offers, recommendations for the selection of the most advantageous offer, support for the conclusion of the construction contract, representation before the National Appeal Chamber if required, updating the investor's cost estimate, and preparing tender documentation for the construction contractor. Separate remuneration is foreseen for the coordination/preparation of tender documentation and for comprehensive support in conducting the procedure within Stage I. Stage II: Substantive, technical, administrative-organizational, and financial supervision of investment implementation; performing investor supervision functions in the required trades; monitoring schedule, budget, implementation risks, and compliance with FEnIKS 2021-2027 requirements; supporting the contracting authority in settling the investment and preparing the final project documentation; performing project coordinator (Project Manager) tasks according to FEnIKS 2021-2027 guidelines. Separate remuneration is foreseen for substantive-technical-financial supervision, investor supervision, administrative/organizational support, monitoring of schedule/budget/risks/compliance, support for settlement and documentation, and project coordinator tasks within Stage II.
