Short-term Experts for Digital Connectivity Infrastructure in Indonesia

Notice title: Short-Term Expert(s) – Digital Connectivity Infrastructure (Indonesia)

Engagement of one to two short-term experts for digital connectivity infrastructure: Support for the Indonesian Ministry of Communication and Digital Affairs (Komdigi) to strengthen its capacity in assessing and advancing strategic digital connectivity infrastructure. The assignment includes technical and institutional advisory support, practical capacity building, and stakeholder and partnership engagement. The assignment will be implemented primarily on-site in Indonesia, with a maximum duration of 130 person-days, of which up to 30% may be delivered remotely. Commencement is expected in December 2026. The service can be delivered by a single Lead/Sole Expert or by two complementary experts and may include limited organisational backstopping from the experts’ home organisation. Focus areas are connectivity infrastructure assessment and planning, options and feasibility analysis, international and subsea connectivity, practical capacity building, and stakeholder dialogue. The objective is to strengthen Komdigi’s practical capacity to assess future connectivity options, further items as per the tender documents.
