Monitoring, Evaluation, Learning and Communications Support for the GIZ Eastern Caribbean Project Portfolio

Consulting Services for Monitoring, Evaluation, Learning, and Communications: Support for a portfolio of six GIZ projects in the Eastern Caribbean (running late 2025 to 2028/2029, project office in St. Lucia). Services include five work packages: communication strategy development and advice (joint GIZ Caribbean communication strategy, elements, roles, responsibilities, planned activities, existing project-specific strategies, partner strategies); development and implementation of communication activities and products (dissemination of project results, flexible capacity); development of a Monitoring and Evaluation (M&E) framework across all six projects (harmonised, results-oriented M&E framework by an M&E expert); monitoring and evaluation of communication activities (optimisation and management of digital communication activities and channels); capacity development in communication and M&E (suitable methods for GIZ Eastern Caribbean communicators/M&E personnel and partner organisations). Deployment of a team of two key experts (Communication, M&E) and two pools of short-term experts (international, regional, senior, junior experience).
