Planning Services for Replacement New Build of Niendorf Pumping Station
Planning services for the demolition of the existing Niendorf pumping station and the construction of a modern replacement new build, meeting current requirements for flood protection, economic and energy-efficient operation, and the provisions of the Water Framework Directive for ecological continuity. Consideration of nature conservation requirements, especially fish-friendly pump technology and surrounding protected areas. Planning includes the use of recycled and renewable building materials, determination of life cycle costs and climate impact including CO2 shadow prices in accordance with the Lower Saxony Climate Act (NKlimaG) and administrative regulations for sustainable procurement (VV-NB). A DGNB-certified sustainable zero-emission construction site is aimed for. Considerations for modular construction and prefabricated components to shorten construction time and simplify operation and maintenance are to be included. Services are divided into two lots and commissioned phase by phase, starting with service phases 1 and 2 (preliminary planning), followed by service phases 3 and 4 (draft and approval planning) upon financing approval. A legally binding permit is to be sought by 2029. Optional services will be called off individually and phase by phase in writing. The procurement procedure is a fully electronic two-stage EU procedure; applicants submit an application form and reference data sheet. The three applicants per lot with the highest scores will be invited to submit offers and, if necessary, to negotiations.
