Framework Agreement for General Planning and Engineering Services for Airport Development Program

Framework agreement for design services for the long-term airport development program of Liszt Ferenc Airport: General planning and engineering services for 96 months, covering the construction of a new Main Terminal Building (MTB), the reorganization and expansion of existing T2A and T2B terminals and Skycourt, the creation of new passenger piers, the expansion and conversion of the ground-side apron, air traffic apron, and secondary facilities, as well as the expansion of associated roads and utilities. The program includes air traffic apron and related taxiway development – "Phase 0.5" (~65,000 m²) and "Phase 1" (~110,000 m²), development of T2A, T2B, and Skycourt buildings (~48,000 m²), and construction of passenger pier "E" (~20,000 m²). Simultaneously, contracts worth an estimated 10-12 million EUR will be awarded. The design contracts to be performed concurrently are expected to cover a total net floor area of 30,000 m² for buildings (warehouse, storage, logistics, passenger, and public use buildings) and an estimated 175,000 m² of apron and taxiway surfaces. Affected building and structure types include control towers, aircraft hangars, runways, terminal buildings, office and administrative buildings, educational and training facilities, service buildings, hotels, warehouses, bus stops, parking garages, railway stations, energy centers, geothermal power plants, gatehouses, fuel stations, roads, parking lots, and utilities. Basic general planning services include investment program preparation, concept, preliminary, and approval designs, preparation of permit documentation and obtaining building permits, preparation of execution documentation, and design support for contractor selection tenders. Specialized general planning tasks may include architectural design, interior design, BIM management, geotechnical and foundation design, structural design, building services design, fire protection design, electrical design (power and low current), road and traffic design, utility design, district heating design, bridge design, airside design, landscape architecture, environmental engineering, acoustic design, accessibility design, elevator, escalator, and moving walkway design, food safety and kitchen technology design, sustainability expertise (BREEAM AP), and cost expertise. Special one-time services include masterplan review and support, feasibility studies, surveys, preparation of modified permit documentation and obtaining permits, and other unspecified design, engineering, and expert services. Continuous special services include designer supervision and checking of manufacturing, assembly, and construction technology drawings. The framework agreement has a total net value of 18,000,000 EUR and will be concluded with multiple contractors, with individual orders placed through re-opening of competition rounds.
