Software Licenses, Installation, Configuration, and Staff Training for Social Assistance Digitization in Dolj County

Implementation of an ERDP (Electronic Registered Delivery Platform) IT solution: This includes a software component with licensing access to a commercial cloud SaaS solution for digitizing processes and third-party relations, including hosting, administration, maintenance, and technical support. A service component covers the installation, configuration, and parameterization of the SaaS solution to meet the needs of the General Directorate for Social Assistance and Child Protection Dolj (DGASPC Dolj) and its subordinate entities, in relation to administrative processes and specific electronic services, including commissioning. Another component is staff training, including cybersecurity. The service is delivered in three stages: Stage 1 involves a perpetual usage license for the SaaS solution for process digitization and third-party relations for the institution and its subordinates, without limiting the number of officials or citizens/legal entity representatives; structure, roles, registers, and document groups are parameterized and operationally active; front-office and back-office functionalities are implemented and available; inter-institutional interconnection is functional. Stage 2 includes implementation services (installation, configuration, parameterization) of the SaaS solution for the needs of DGASPC Dolj and its subordinate entities, where specific functionalities for administrative processes and electronic services are parameterized at the structural level and available to citizens and businesses. Stage 3 comprises staff training services, including cybersecurity, for 200 user-officials. All stages have a deadline of 13 months from contract signing.
