Voice-Controlled Chat Avatar and AI Chatbot Solution for the City of Wiesbaden

Procurement, implementation, and operation of a voice-controlled chat avatar: The system is based on an AI-powered chatbot solution and will be operated via suitable on-site hardware at highly frequented service points such as the city hall, citizen's office, health kiosk, or tourist information. It serves as an interactive, voice-controlled communication channel for external citizen communication, enables intuitive interaction for digitally less-affine users, and automates routine inquiries. An open, interoperable interface architecture is required for connecting existing and future chatbot technologies of the city of Wiesbaden. The system must be GDPR-compliant and secure, meet BSI IT security standards, largely avoid processing personal data, limit processing to the necessary extent, implement Privacy by Design and Default, process data only for its intended purpose, protect it from unauthorized access, and not use it for AI training.
