Urban Planning Services for Belváros-Lipótváros

Urban planning services for Belváros-Lipótváros: Preparation of an urban development plan and a regulatory plan for the entire administrative area of Belváros-Lipótváros, in accordance with the Hungarian Architecture Act of 2023 and Government Decree 419/2021 (VII. 15.). This includes the preparation of foundational studies, supporting proposals, review documentation, related investigations and analyses, development of multi-variant development packages, examination of individual modification requests for district building regulations, advisory tasks related to the urban plan, planning tasks for the creation, modification, and adaptation of existing urban planning instruments, as well as the execution of legal procedures and participation in related tasks. Also included is participation in necessary partnership consultations and public forums. The area of performance is under World Heritage protection and located in a monument-protected area; due to the high number of governmental, foreign representation, and diplomatic buildings, special security measures and prior screening by the national security service may be required. The urban plan must be produced in a nationally uniform digital register, suitable for GIS use, and handed over to the contracting authority without additional fees for internet publication and internal use. Services include a foundational study, an urban development plan component, an urban regulatory plan component with supporting proposal and urban environmental assessment, a draft urban regulatory plan, preparation of complete plan documentation for review, the final professional review phase of the procedure, documentation suitable for municipal council approval, finalization after approval, and advisory tasks following acceptance; further items as per the tender documents.
