Study for the improvement of water quality in the Lusatian Neisse: Derivation of cost-efficient measures or combinations of measures to achieve good ecological and chemical status in the surface water bodies (OWK) LN-3 to LN-10. This is done using a project and remediation plan, considering relevant stress factors such as point sources, diffuse sources, water withdrawals, and other anthropogenic impacts. Interactions between OWK and groundwater bodies (GWK) must be considered. Measures for reducing flow regulations and morphological changes are only considered in processing steps 1 to 3 for assessing their impact on water quality. The effectiveness of the measures must be comprehensibly justified, cost assumptions must be presented, and implementation prioritized spatially and temporally. If targets cannot be achieved, proposals for exceptions according to § 30 WHG must be developed.
