Supervision Services for the Construction of Arad – Oradea Expressway

Supervision services for the construction of the Arad – Oradea Expressway, Lot 1: Monitoring of the execution and warranty period of the construction works to ensure correct use of funds and contractual compliance regarding duration, quantity, quality, and cost. The contractor acts as Supervisor according to the contract conditions for the execution of works on the Arad – Oradea Expressway, Lot 1, and the general and specific conditions for publicly funded investment projects (H.G. No. 1/10.01.2018). Potential contract modifications include changes to contracting parties, additional studies/expertise, requirements from institutions/authorities, legislative/technical norm changes, inclusion/replacement of subcontractors, personnel changes, extension of deadlines for reports/deliverables, adjustment of the Gantt chart through personnel/resource reallocation, reallocation of resources/savings (e.g., due to non-mobilization of personnel, unused resources, delayed contract signing, redistribution of working days), and extension of the service provision period (e.g., due to extension of execution/warranty period, adaptation to construction progress, contractor delays, suspension/termination of the execution contract, traffic regulations, supplementary works, poor contractor mobilization, use of implementation reserves, reallocation of resources, risks in obtaining permits). Modifications must not be substantial according to Art. 221 para. (7) of Law No. 98/2016; extensions of the service period are made according to Art. 24 of the Service Contract.
