Technical and organizational consulting for improving coordination and promotion of decentralization

Consulting services for improving coordination and promotion of decentralization in Mauritania: Support for the ProGResp II project over 21 months, focusing on strengthening institutional communication, improving stakeholder coordination, and increasing ownership of the decentralization process. The assignment comprises three components: 1. Finalization and operationalization of the communication strategy for decentralization and local development, including an implementation plan, activity schedule, monitoring and evaluation framework, performance indicators, communication governance mechanism, establishment of an inter-institutional communication team, definition of target audiences, development of tailored messages and communication tools, and a capacity-building program for communication officers. 2. Operational implementation of the communication strategy through production of institutional and audiovisual materials, national awareness campaigns, public events, radio and television programs, digital content, regional and local communication, strengthening digital communication (platform management, social media, multimedia content, engagement monitoring), and support for permanent dialogue mechanisms (regional forums, workshops, public consultations, community meetings, digital platforms). 3. Short-term technical assistance by a pool of experts for the Ministry and project partners, for assessing SNDDL implementation, identifying challenges, formulating recommendations, updating the SNDDL, supporting consultations, workshops, studies, reports, methodological tools, guides, and capacity building.
